A new report from the UK's Department for Environment, Food and Rural Affairs (DEFRA) on the recent Exercise Watermark shows that England and Wales has the capability to respond to severe, widespread flood emergencies, but there remains a lack of robust, intelligence-led systems to coordinate such operations.

Exercise Watermark was the largest and most successful civil defence preparedness event ever held in the country. More than 20,000 individuals from response organisations were involved. It tested the plans and mechanisms that have been put in place following the severe summer floods in 2007 and other recent floods – including national flood rescue arrangements, multi-agency flood plans and new flood warning codes.
It involved ministers at the Cabinet Office Briefing Room, the Welsh Government, more than ten UK government departments, 14 local resilience forums and over 40 separate locations. There were also 35 local exercises and more than 125 community-based activities.

DEFRA’s final report includes 36 recommendations and is available at www.defra.gov.uk/publications/2011
